European Energy Transition Conference in Bordeaux

On 24, 25 § 26 January 2017 the European Energy Transition Conference will be in Bordeaux. This is the  annual appointment for the local players committed to energy transition and the adaptation to climate change. As they have done every year since 2011, the co-organisers of the event – Bordeaux Métropole, the Dunkirk Urban  Community and the ADEME, are launching a national and international call for contributions in order to build up the programme in a collaborative manner. Contributors have until 20 SEPTEMBER to submit their projects. Last year no less than 200 contributions were received and contributed to making the event a veritable laboratory for ideas and  the sharing of experience. As the first high spot for the local players on the topic of energy in the wake of COP 22,  the 2017 Conference promises to be once again an important European step in the process of debate and the  exchange of ideas on the way to making a success of the energy transition of the regions.

Capacity building workshop for local authorities in Greece / Συνάντηση εργασίας για τον ενεργειακό σχεδιασμό


Local authorities often face problems when implementing and monitoring Sustainable Energy Action Plans (SEAPs). In order to provide technical support to municipalities, a half-day capacity building workshop is being organised on the 27th of November 2015 at 10am at INNOVATHENS – Hub of Entrepreneurship and Innovation of Technopolis City of Athens. The workshop is being organised within the framework of DATA4ACTION (co-funded by the “Intelligent Energy Europe” programme of the European Commission). It aims to increase the capacity of municipalities in implementing and monitoring SEAPs. Emphasis will be given in Progress Based Indicators and Monitoring tools for SEAPs. The workshop will also raise awareness on the creation of an Energy Observatory, incorporated within the Technical Chamber of Greece’s structure (TCG) Funding opportunities in the new programming period (2014-2020) for implementing SEAP actions will be presented, along with two case studies. The latter will focus on the experience of two municipalities that have developed and submitted SEAPs and monitoring reports to the Covenant of Mayors. Finally participating local authorities will be given the opportunity to express their interest to be further supported by Data4Action and will be asked to identify and propose at least two concrete actions to be monitored. Promoting Sustainable Energy - Data quality to support local action / Promozione della sostenibilità energetica - Qualità dei dati per sostenere l azione a livello locale

The metropolitan city of Turin will host on the 19th November an international event under the Covenant of Mayors and the European project DATA4ACTION. During this event, a number of institutions and researchers will bring to light a few examples of success stories of the support of local action to promote energy sustainability. Thousands of local and regional authorities are in fact involved in Europe and Italy, through initiatives such as the Covenant of Mayors, in long-term sustainable energy planning to reduce CO2 emissions and energy consumption. In this context, the collection of data and their quality are often an obstacle to start an effective and convincing energy transition. The project DATA4ACTION, co-funded by the European Union, foresees that 12 energy observatories, including that of the metropolitan city of Turin, develop and strengthen their own course of action to overcome those barriers. La Città metropolitana di Torino ospita il 19 Novembre un evento internazionale nell’ambito del Patto dei Sindaci – Covenant of Mayors – e del progetto europeo DATA4ACTION nel corso del quale una serie di istituzioni e ricercatori portano in luce alcuni esempi di successo relativi al supporto dell’azione locale per la promozione della sostenibilità energetica. Migliaia di amministrazioni sono infatti coinvolte in Europa e in Italia, attraverso iniziative come quella del Patto dei Sindaci, nella pianificazione energetica sostenibile di lungo termine per cercare di diminuire le emissioni di CO2 e ridurre i consumi energetici. In questo quadro la raccolta di dati e la loro qualità rappresentano spesso un ostacolo per avviare un percorso d’azione efficace e convincente. Il progetto DATA4ACTION, finanziato dall’Unione Europea, prevede che 12 Osservatori sull’energia, tra i quali quello della Città metropolitana di Torino, si sviluppino e rafforzino proprio per superare tali barriere.

European Roundtable on Energy Data Sharing

Wednesday 14 October 2015 - from 9.00 to 1.00 pm . Committee of the Regions, Brussels . Regional and local public authorities are responsible for designing, implementing and monitoring Sustainable Energy Action Plans (SEAPs) and they need to have effective monitoring for these plans which requires the availability of data for analysing trends as well as implementing a continuous improvement process of the SEAP actions. The challenge is to initiate a process to regularly exchange data between the different stakeholders involved (utilities, energy data providers, public authorities,  etc.) The Roundtable will aim to:

  • Exchange visions between energy data providers: What would it take to develop more advanced data collaboration models between municipalities / regions and  data providers?
  • Demonstrate good examples of structured data exchange and how this data is used for development and monitoring of sustainable energy action plans.
  • Formulate possible policy recommendations to the European Commission for a more institutionalized monitoring and data exchange processes.

CoM workshop on Local Energy Data Collection for GHG Inventories

This training workshop will inform participants about energy data collection practices in Europe and will provide practical advice and discussion on energy data gathering and processing for the purposes of establishing a Baseline / Monitoring Emission Inventory (BEI/MEI) as part of a Sustainable Energy Action Plan (SEAP). The workshop will notably draw on the outcomes and learnings from different EU-funded projects (e.g. MESHARTILITY and SEAP+).

In particolare nell'ambito del progetto DATA4ACTION, il CdP, di concerto con IRE Liguria e gli esperti informatici regionali, sta portando avanti l'implementazione del Sistema Informativo Regionale Ambientale attraverso un nuovo applicativo che sarà presto a disposizione dei comuni firmatari del Patto dei Sindaci per l'archiviazione dei dati energetici circa le loro proprietà e per la compilazione assistita del BEI-Baseline Emission Inventory e MEI- Monitoring Emission Inventory.

Workshop: The Monitoring process of Sustainable Energy Action Plans

Tools and methodologies for an effective monitoring of SEAPs and its implementation

Plovdiv, 21 May 2015 Venue: Hotel Ramada Princess, Plovdiv, Bulgaria The Sustainable Energy Action Plan (SEAP) represents the key document of the Covenant of Mayors initiative, launched by the European Commission in 2009 in order to promote the 20-20-20 European targets among the municipalities all over Europe. More than 6290 municipalities joined the CoM until now, involving more than 197 millions of inhabitants in the initiative. Through SEAPs the local authorities identify some measures aimed at reducing the CO2 emissions and final energy consumptions of their territory within 2020 compared to a baseline year. Monitoring and reporting phase is essential in order to ensure a continuous improvement of the process, also because the SEAPs is a dynamic tool that can be changed, enriched and adapted to the objectives and the needs of the municipality involved. A key aspect of this monitoring phase is the access to local and accurate energy data in order to better identify trends and priority sectors and measures of SEAPs. This workshop, organized thanks to the DATA4ACTION project, aims to provide a framework of useful tools and case studies, focusing especially on local energy data issues, to all the stakeholders involved in the SEAPs implementation and monitoring process such as municipalities, technical experts, politicians and energy agencies.   Programme

Quali numeri abbiamo sulla produzione e l’uso dell’energia nei nostri territori? Quali numeri sono necessari per la definizione delle strategie energetiche future? Quali percorsi comuni verso una statistica energetica aggiornata? Il convegno vuole fare il punto su questi aspetti, anche attraverso il confronto con importanti stakeholders nazionali e locali. Durante l'incontro, Provincia di Torino e Politecnico di Torino presentano i dati di bilancio energetico aggiornati al 2013. Da circa un decennio, infatti, i due enti lavorano insieme sui temi della statistica energetica: l’attività di Osservatorio Energia della Provincia è attualmente rientrata in un progetto europeo denominato Data4Action in cui 18 Osservatori europei sull’Energia lavorano insieme per migliorare la qualità dei dati, favorire la loro pubblicazione e promuovere la diffusione di tali pratiche in altri Paesi europei. Workshop: Information systems for sustainable energy and mobility planning

Local action and collaboration between the different administrations to promote energy efficiency and renewables has a growing importance due to the economic and environmental costs that the use of energy represents, especially regarding the impact on the greenhouse gas emissions and the climate change, and the capacity of local administrations to act in this area.

Local stakeholders and international experts will have the opportunity of exchanging experiences on planning, modeling and monitoring tools in the topics of sustainable energy and transport organized by EVE and IHOBE in the framework of the Intelligent Energy Europe programme.

The workshop will focus on the instruments and methodologies supporting the collaboration between different administrative levels in the area of sustainable energy, specially highlighting those aspects related to the exchange of data for the calculation of municipal greenhouse gas emissions inventory in transport.

Simultaneous translation will be available (English/Spanish).

EVE – Ente Vasco de la Energia will welcome a joint Data 4 Action and Coopenergy workshop  on the 16th of October 2014 in Bilbao.These two open workshops will focus on “Energy Data for Baseline Emissions Inventory in the Transport Sector” for the Data4Action session and on “Modeling, Planning and Monitoring” for the Coopenergy workshop.

ManagEnergy - Energy Agencies as supporters of the Covenant of Mayors signatory municipalities

The 3rd ManagEnergy Networking Event for the Directors of Energy Agencies provides a unique opportunity for the attendees to learn and share experiences on sustainable energy financing initiatives at the local and regional level.

The 2014 edition of this event will be dedicated to Energy Agencies as key partners of the Covenant of Mayors signatory municipalities or similar initiaves and will focus on the support that they can bring to the signatories of the Covenant of Mayors for the implementation of their Sustainable Energy Action Plans.

Since 2008, more than 5,700 municipalities have signed the Covenant of Mayors and are committed to implementing sustainable energy policies to meet and exceed the EU 20% CO2 reduction target through increased energy efficiency and the development of renewable energy sources. Most of these municipalities are very small and do not have the staff or the resources to fulfil their commitments. More than 100 energy agencies are working daily with the municipalities of their territories to set up their baseline emission inventories, to implement their plans through innovative financial solutions, etc…

Starting from presentations on Baseline Emission Inventory, followed how to implement SEAPs through innovative financial solutions…, Energy Agencies’ Directors will share their experiences and will brainstorm on how to enhance their performance as advisors.

Furthermore, during this 2014 edition ManagEnergy Networking Event for Energy Agencies Directors will celebrate the 1st Covenant of Mayors Signing Event for Local and Regional Energy Agencies. The energy agencies will commit to: • Promote among the local, provincial, regional authorities the accession to the Covenant of Mayors. • Provide technical support to signatories for the development and the implementation of the Sustainable Energy Action Plans. • Participate actively in the Covenant initiative by: uploading technical tools and materials developed for signatories in the Extranet, providing examples to be shared with the community (Benchmarks of Excellence). INSPIRE Conference 2014 in Denmark

INSPIRE is a governance 'tool'. Good governance, the process of making sound decisions and efficiently implementing them, is more than ever powered by our ability to collect, process, share and use spatial data.  The conference will provide an opportunity to see how INSPIRE is underpinning the implementation of environmental policies, and provide connectivity with other policies affecting our environment, society, and the economy. ENERGee Watch, the European Network of Regional GHG Emissions and Energy Watch, will be presented at the INSPIRE conference by Pierrick YALAMAS, from the regional energy agency of Rhône-Alpes (RAEE), working on the Rhône-Alpes Energy and GHG Observatory (OREGES Rhône-Alpes).
